Sign CLA on first issue interaction?

Is it possible to configure cla-bot to prompt a user to sign the CLA when they first open a new issue or first comment on an existing one?

(Background: we're increasingly using repos for IETF work, where issue discussion replaces email discussion, and it would be great if we had an active indication that a participant had acknowledged the IETF Note Well.)

Hi @larseggert that's a good idea - and one that should be relatively easy to implement. I'll see if I can find some time to give it a go in the next few days.

Just out of interest, are you using the 'hosted' version of this bot (https://github.com/apps/cla-bot) ?

We're not using any version of this bot at the moment, but the hosted one sounds like it would be easiest?
