[TB] Implement the Adjust Hue dialog

Problem/Concern

Related to #820. We need to implement a dialog that can adjust the hue of a set of shades for a color. The dialog will only serve to to modify the associated value in the SDK.

This issue depends on the SDK work which is covered in: https://github.com/finos/a11y-theme-builder/issues/745
