[DOCS] Add developer documentation around new contributions

Problem/Concern

We currently have no documentation for developers that covers:

  • first time contributions
    • individual
    • corporate
  • adding license headers to new files
  • contributions of 3rd party code

Proposed Solution

Following the guidance that @maoo gave us from FINOS, we should document these scenarios. Use the information available in this PR: https://github.com/finos/a11y-theme-builder/pull/880#issuecomment-2123167947 to source most of the information.
