[EPIC] BYOD: Bring Your Own Design System

Problem/Concern

• This Epic is a component of defining the 2024 Roadmap - see #762 for additional details

Proposed Solution

Allowing people and organizations to adopt Theme Builder and integrate it with their existing design system is a common need. The solution will be a combination of:

• Approach and assessment, including documentation and/or tooling for self assessment and documentation on the approach, potentially using 'Explain' features of Generative AI to assess or suggest
• Identify and document the as-is, and to-be Design-Ops path to production, path to repair, and path to compliance, involving Design, Product, Engineering, Security, and Compliance for end to end accessibility
• Identify patterns of Theme Builder stepwise adoption and integration, for example, incrementally 'strangling out' existing components or design system processes and tooling to enable Theme Builder, along with potential tooling
• Determine the communications plan for enabling / launching this capability and building community awareness

Refinement of this epic into features will be tracked using the task list below - the Epic will be closed when all tasks are completed.
