[REQUEST] Create an expandable select component

Suggestion/Concern

This issue is related to #413. We need to build a MUI component that can be used like a MUI Select that allows a user to single select from a long list of options.

As a stretch goal, the control should allow the ability to multi-select.

Proposed Solution

Something like this? https://ux.stackexchange.com/questions/16974/whats-is-the-best-ui-interface-for-permission. This allows a user opening the dropdown to see which category is selected and then expand that category to see the selected item.
