[Backend Rewrite] Setup server structure

• [ ] A new server directory & package manager structure needs to be created using the newest best practices in Go
• [ ] Set up linting (e.g. prettier)
• [ ] Figure out which libraries to use for hosting the services, testing, authentication (JWT, OAuth, encrypting the passwords) & database mangement
