Upgrade to CodeQL Action v2

Here's a little chore I thought I might pick off while browsing through this repo.

CodeQL Action v1 is scheduled for deprecation.

This upgrades to v2 of the action, removes the unnecessary autobuild step, matrix strategy, excess permissions, and boilerplate comments.
