[Feature]: Aesthetic and pleasing matrix rain [Hackers edition] using vanilla JavaScript

Feature:

Fixes #2958 Implementation of matrix rain based on famous live wallpaper using vanilla.js. This version is based on stereotypical Hacking interface.

Implementation:

• Creation of sub-folder in "projects" directory by the name "matrix-rain"
• Includes html5 and css for basic structural formation and UI design
• matrix.js controls the main flow of wallpaper by bringing it to life
• Use live sever to load matrix.html and examine the webpage

Why this project:

This project demonstrates that basic programming is versatile to render beautiful patterns and professional designs

i can't understand the error..can someone explain why is the first test case failing
