Neo-Geo mode option "MVS Japan (Japanese)" needs a restart to take effect

Steps:

1. remove all save files
2. remove all lines in FinalBurn Neo.opt except for fbneo-neogeo-mode = "MVS_JAP"
3. launch the game lastblad.zip, the copyright info is "SNK CORP. OF AMERICA", and the tutorial is in English, which I suppose the option is not working
4. restart the game, it becames "SNK CORPORATION" and the tutorial is in Japanese from now on

By contrast the option "AES Japan (Japanese)" takes effect immediately for the first time a new game is launched. What makes the difference?

It seems there is some weird condition related to eeprom to reproduce this issue, aes has no eeprom at all so i guess that's why it's acting different.

Setting the dipswitch works without problem (fbneo-dipswitch-lastblad-BIOS = "MVS Japan ver. 6 (? slot)").

This "neogeo mode" thing is a relic from over 10 years ago when the core didn't support setting dipswitches. I originally wanted to remove it, but i left it because some people liked its simplicity, but it's a hack and i don't want to waste my time on it (i already wasted nearly an hour just to reproduce this issue), especially to only prevent one measly restart.
