WasapiLoopbackCapture isn't able to capture with a latency lower than 22ms

If I create a WasapiLoopbackCapture with a latency of 10ms, the first DataAvailable event will have a length of 10ms but after this, the buffer will always contain 22ms of data. Is this a known limitation? Why 22ms? I'm on Windows 10 Fall Creators Update.
