Bug: Sort by function has some issue in Simplified Chinese

Description

In latest version 3.9&3.9.1, order of files in folder seems not correct no matter how to sort by. In eraly version or windows files explorer, file's name with Simplified Chinese will always in the end now it always appear first. It cant be in the order A~D then A~D(Simplified Chinese)

open any folder sort by
