Bug: Dragging an image sometimes opens it

Description

I'm trying to organize my files, and every so often images will open them without me intending them to. I have my settings so I double click to open files, so this shouldn't be happening.

Steps To Reproduce

Drag files into folders, ever so often there's a 1/10 chance of it loading in the photos app.

Requirements

Files should move, not open.
