Bug: The add tab button shifts when a non-tab item is dragged next to it

Description

related to feature #4710 which I will be PRing shortly I will take on this bug fix in the next couple days

Steps To Reproduce

  1. Drag anything between the + button and the rightmost tab
  2. The button skips to the right even if a non tab item is dragged next to it

Requirements

Button should only skip when dragging a tab

@denisdekh I'm pretty sure this behavior is part of the WinUI tab control because it's how Windows Terminal, Notepad, and File Explorer work as well.

@yaira2 File explorer doesn't seem to do the same to folders when dragging, so I'll take a look and see if it's native to Files. Feels a little silly chasing the add tab button when dragging folders haha. If it's a part of the Windows code, then so be it

I see what you mean, I'm not too concerned but if you're able to disable it, please open a PR.
