Feature: Remove Files.App.Interacts

What feature or improvement do you think would benefit Files?

• Convert Commands to the RichCommands in Interacts.
• Remove *BaseLayout** classes.
• Move the other unrelated classes to Files.App.Data

Requirements

• Remove unfavorable classes.
• Convert all outdated commands to the RichCommands
• Remove unfavorable namespace.
• Improve readability.
