增加repo目录

新增repo目录：~/.venusgateway，新增配置文件 config.toml 用于保存metrics相关配置

监控指标

  • 链接到gateway的钱包数量，地址数量，ip位置
  • 链接到gateway的miner的数量，地址数量，ip位置
  • 通过gateway的签名数量
