Create system for listing crypto exchangs that support FIL.

We currently do not list any crypto exchanges in FIlecoin docs. The Filecoin team may not be aware of some exchanges that list FIL, so to avoid favouritism, we've chosen to not list any exchanges.

Ethereum.org have chosen to crowd-source their list of supported exchanges. This is a viable option, and one we should explore.

  • [ ] Create list of currently exchanges that currently support FIL.
  • [ ] Define a workflow/system where users can suggest exchanges that support FIL but aren't in this list.
  • [ ] Publish that workflow within the Manage assets section (currently in PR #636).
