RFP Proposal: Weighted threshold BLS

It seems there is a research proposal for this, but no particular RFP. Here it is now.

Greetings,

Thank you for your application to the Filecoin DevGrants program. We appreciate your proposal!

As discussed over email, because Weighted BLS is still a research problem and our cryptography teams are currently very busy with core protocol work in preparation for mainnet, we will not be accepting this proposal.

However we would still like to support your team's desire to work on the Weighted BLS paper and submit it to IACR. So we will provide a token of appreciation of USD $4000 to complete this.

Our DevGrant team will be in touch soon with next steps.
