Add additional regions to self-serve

We should add other kubernetes clusters to the dealbot controller so bots can be scheduled in different locations. Currently, only one region is enabled.

This is great, would help with scaling and reaching miner IDs in different regions more easily. Related to: https://github.com/filecoin-project/dealbot/issues/344.

@coryschwartz we would have to keep a k8s controller in those other regions active to do this, right? maybe a couple more could be reasonable for now?
