EC Testnet parameter proposal

The following doc makes a proposal for full EC parametrization for the Filecoin Testnet, including recommendations for modulating them in Testnet. It depends on other docs detailed below.

This marks the end of a phase in EC work. Next steps (in order) should be:

• [ ] Review of the aforementioned analysis (candidates: @whyrusleeping, @nicola, @jzimmerman, @jbenet)
• [ ] Proof that parallel attacks (the above takes the BTC withholding model), including grinding do not affect it (or appropriate modifications) (@sternhenri, @jzimmerman)
• [ ] Formal technical report on EC based on this research (ongoing @sternhenri, @nicola, @jzimmerman)
• [ ] Inclusion of this framework into the ubercalc (@porcuquine, @sternhenri )
