Provide a way to calculate storage provider's potential penalty

2. Why is this issue important?

• When a storage provider missed two or more proving deadlines, we are charged a penalty each day based on adjusted power and network base fees
• Storage providers find it difficult to anticipate their penalty in advance, and need to have enough FIL in their online balances

3. Tasks

• [ ] Create an app, script or website to calculate a storage provider's potential penalty based on how many deadlines they miss, their adjusted power and other factors.
