Update StartEpochSealingBuffer to 960 epochs

The current value of 4 hours is unrealistic. We should set it to 8 hours. We also need to check for this value from the start of the deal processing. Deal processing can take up to 90 minutes depending on the config. Sending PSD for deals we know will cancelled at a later stage doesn't make sense.
