Tooling to change state of Boost deal

It should be possible to change the state of a Boost deal manually, so that we can go back in the state machine if necessary.

For example if a Publish message fails (out of gas), it is not possible to retry the deal, even though we have it signed, and we have downloaded the data.

A somewhat related user note:

For example, recently I had to let a lot of deals expire because they were lost between lotus-miner and boostd. Boostd was recognizing that the deals were in certain sectors while in fact the sectors didn’t have them and I couldn’t do anything to get things going again after that. So, at least the ability to manully trigger the sealing process at any give point would be help me greatly.
