This is the part of VMAF detection.....as VMAF requires same scale/resolution, frame per second & color format in both reference & distorted file...but to make things automated: ffmpeg present in the folder can be used to correct distorted file ...so that it can be compared to reference file....but this responsibility (except scaling) mostly lies with the encoder...check #8
