update BIDS for NIRS data

The page https://www.fieldtriptoolbox.org/example/bids_nirs/ is outdated and should mention that NIRS is part of BIDS as of version 1.8. Furthermore, the examples should be updated. See also https://github.com/fieldtrip/fieldtrip/pull/2140
