Verification of security tokens

Description

The following early runtime verifications for security tokens are required:

• [ ] 1. Security token simple names are unique.
• [ ] 2. Security token titles are unique.

Expected outcome

A verification error is reported at the application startup if any of the above verification rules are violated.
