I'd like to use H++ for P2/L4D2/JBEp3/MoM without having to waste 30GB of space for CS:GO, Is it possible to use SDK2013 in it's place?

this is not an issue. and the answer is no.

Now it is since you have to sacrifice the ability to play CS2
