[Bug] Fresh installation of H++ crashes while loading shaderapidx9.dll

I'm unsure as to what else to mention in order to reproduce the step. I've literally never used Hammer++ before and it crashes before I can even get started. If it's relevant, I'm using the 64 bit beta branch.
