[Bug, CSGO, 8862] Clipping Point Mode hotkey can't use modifiers

Title, I wanted to tie Clipping Point Mode to a Shift+C hotkey, but it wouldn't work. I then set it to 4, and it worked like a charm. I tried Shift+4, no dice. I'm not sure if this problem affects any other tool.
