[Bug, All Engines, 8860] No longer generates GameConfig.txt

The latest build no longer generates the GameConfig.txt file in the bin folder of the game. This is breaking compatibility with CompilePal and other tools that rely on it for compiler information.

It does generate it in the bin/ directory you just have to copy and paste it to the /hammerplusplus/ directory

But this creates another issue which is the generation of the file in the wrong directory...
