Inno installed without admin privileges is not found by compile_iss()

The compile_iss() function searches for the Inno Setup executable in the C:\Program Files directories. Inno will be found there if it was installed with admin privileges. If Inno was installed without admin privileges it will instead be installed to %LOCALAPPDATA%\Programs.
