According my testing: each page can have different shortcuts and furthermore there are 2 types of shortcuts. One visible directly (for example map zoom +/-) and second visible in menu. So if you use the first type on a page with map widget, you can for example zoom in and out directly with the buttons. If you use these buttons on the page without map, you don't have anything to zoom 😉
