dxgi.dll is missing from download

Trying to use vrperfkit but the required dxgi.dll is missing from the initial download? The README and other installation videos i have watch show the .dll file as being in the master directory along with 'vrperfkit.yml' which is there. Tried to see if i am missing something obvious but i don't think i am!
