(Feature request) Comfort vignette threshold adjust

It's no options to adjust at which level of movement the comfort vignette will be activated. As an example, I can't adjust it to be disabled when I creep and be activated when I running.

Also, auto-activation if FPS is below 45 (Or any other value in a config line) will be useful.

TDM is based on fan-missions and there will always be some very heavy FM (Or some un-optimized areas in FM). FM-makers will not limit their creativity (In terms of "map size", "objects count", etc.) just because the VR-port are exist.
