Added TypeScript implementation.

Please note the 'hacktoberfest' label is required as of October 3, not only 'hacktoberfest2020'.

This was addressed here

I think its "hacktoberfest" instead of "hactoberfest"

It's a typo mistake. Check under the about section for the label

I did, it says "hactoberfest" there for me but it could be that its not updated yet :)
