Reduce temporary buffers VVCLocalContext

We have many temporary buffers in VVCLocalContext, https://github.com/ffvvc/FFmpeg/blob/b4e85c10055500f8553d36f24b69399469387234/libavcodec/vvc_ctu.h#L279-L291 We do not need most of them since we have different local contexts for inter, recon, deblock, sao and alf.

2~4 of the buffers may be enough for the current code. Please help remove sao_buffer, alf_buffer_luma and other buffers
