Double clicking on the page question...

When you double tap on a page the bottom "contents" window opens up and you can have text and/or images in that area that are selectable.

I noticed that a Laker Publication "Dobry znak" also creates an area in the top of the window that drops down for html items. Can someone explain how I can get both windows to open up on a double tap? I'd like to have a help menu accessible at the top when someone double taps.
