A couple suggestions: 1. Get a network trace and see if that helps clarify which error case is being hit. 2. Add some LogFullDebug messages to clarify the decision making....

Hmm, the build does noting with USE_ACL_MAPPING, it seems to only be used within the top level CMakeLists.txt That probably isn't right...
