Add tooltips for each snippet

Suggestion per e-mail from Stacey Beebe:

I was wondering if it would be possible to add a comments field when adding a new snippet and then display the comments as a tool tip when hovering the mouse over the snippet in the panel?

Not sure yet if I want to add a comment field, but by default show the text of the snippet

Need to add my own code to show the tooltip, because a listbox doesn't have native support for tooltips.

Maybe add an global option to enable/disable the tooltips

Excellent. that would be perfect. You are right the comment field is not necessary, as comments can be added to the snippets.
