It looks like the ruby 2.1.6 installer now includes the right PEM files.

I just loaded a brand new VM and installed the latest ruby choco package. I see the updated PEM files are being installed to both...

\lib\ruby\2.1.0\rubygems\ssl_certs
\lib\ruby\site_ruby\2.1.0\rubygems\ssl_certs

I was then able to run gem update --system without errors.

Unless I'm missing something I think this can be closed.
