bump to hippo-cli 0.15

This makes spin compatible with Hippo v0.19.0.

This now requires a bit of work to rebase (ref #681, cc @kate-goldenring).

@radu-matei and @vdice fixed the conflicts locally in my branch cherry-picking from @bacongobbler and then use GitHub UI to add the resolved file here. Should be good.
