Rewrite configuration docs

These docs at https://spin.fermyon.dev/configuration/ could use some love. In particular, @itowlson has feedback on the custom config sections which I punted to this issue.

I'm planning to work on a major manifest refactor; I'll tackle this with that if not sooner.
