define details for adding a new repo to the Spin project

We have a list of repos that make up the Spin project defined in the governance document here.

We should outline somewhere:

1. What it means to be a repo/project within the Spin project?
2. Why would someone want to add a repo to the list?
3. What is the process for adding to that list?
