Tests: migrate to manifest v2

It looks like most or all of the test apps under tests still use manifest v1.

Let's migrate the bulk to v2. We'll still want some v1 variants to verify backwards compatibility.

In particular it would be good to maintain some coverage of allowed_http_hosts.
