Fill in the build section for each component

Each component appears to have a Makefile with a build target.

We can utilize these on spin build if we add the appropriate [component.build] configuration for each component in the spin.toml. As an example, see the Finicky Whiskers spin.toml.

Bonus points: add watch config as well.
