Docs site: Troubleshooting guide

It would be great to add a troubleshooting guide to the docs. That way when users run into issues with spin and/or Hippo, they have a reference guide to start troubleshooting issues.

Just simple things like "if you're hitting 500 server errors with Hippo, check the allocation logs", or "if you're running into client errors with spin, use the -vvvvv flag to increase log verbosity.

Note: when this guide is added, the duplicated troubleshooting sections in each cloud installer's README (eg https://github.com/fermyon/installer/blob/main/azure/README.md#troubleshootingdebugging) should be removed. In their stead, we can link to the canonical troubleshooting doc.
