When updates are available all service icons disappear

Expected Behavior

Pending updates should not affect the performance of the application in any way.

Actual Behavior

Wnen updates are available service icons disappear and there's no way to restore them short of installing the updates. Today, there was some kind of delay with downloading the updates for a bit and the app was unusable. i've seen this issue over the last year, but today it became a problem.

Steps to reproduce

Only when updates are available this behavior occurs on launch.
