Support for local installs

Hello!

Since download and install of the packages are subject to all sort of issues, could we have an option where that happens at a different moment (by the user, on its own) and we just make windows-build-tools to point to them?

It sounds like you are talking about having an "offline installer mode" where this tool does not download the installers but either skips them or uses pre-existing (i.e. previously downloaded via some other method) installer files passed in via command-line arguments. Am I understanding you right? I think we are planning to do something like that soon. e.g. see https://github.com/felixrieseberg/windows-build-tools/issues/53 Of course, PRs are always welcome too.
