Static location not working with darksky

Darksky relies on latitude/longitude, and hence setting the city, region, and useLocation to static alone is not sufficient to fetch weather in this current implementation.

I can confirm this issue as well. I'm using a VPN for internet access, so I'm getting the wrong location for weather! I need to be able to use the static location to override the ipstack.com computed location.
