Windows encoding

I tested theWebMind running on Windows (via HTTP) and it failed to correctly parse my text in Portuguese.

Accented characters would become strangely-named entities because apparently the encoding in Windows is different from Linux.

Example: Turma tem avaliações.

The parser would not recognize the accented characters and create truncated entity names. If I write "avaliacoes" instead, it will assume its singular form to be "avaliacoe" instead of the correct form, "avaliacao".
