Add GW1000 driver for ecowitt support

I'm currently migrating my Weewx setup to containers, but I'm lacking the GW1000 driver for my Ecowitt weather station. I tried mapping it inside the container via volumes, but that was too hard.. I know the interceptor plugin does a similar thing, but I prefer the GW1000 driver.
